India's Ingot and Wafer Plants by State: The 2026 Pipeline

A dated, state-by-state view of India's announced and under-construction solar ingot and wafer projects — Maharashtra, Andhra Pradesh, Odisha, Tamil Nadu and Gujarat — with each project labelled by stage and sourced, plus how to read the numbers against ALMM List-III.

Direct answer

What project owners need to know.

India's solar ingot and wafer pipeline is concentrated in five states: Andhra Pradesh (Premier Energies, Agastya, ReNew), Maharashtra (Waaree, Jupiter International and JRST's Nagpur ingot unit), Odisha (Tata Power, Saatvik), Tamil Nadu (Vikram Solar) and Gujarat (Adani at Mundra, Reliance at Jamnagar). Most of this capacity is announced or under construction; only a few gigawatts were operating in 2026.

Why the state map matters

ALMM List-III brings ingots and wafers under MNRE's domestic-manufacturing framework from 1 June 2028, and the first list is issued only once three independent manufacturers with a combined 15 GW are enlisted, with wafer capacity matched by ingot capacity. That has triggered a wave of announcements. Where the plants sit matters for power supply, water, logistics and the upstream supply of quartz crucibles, polysilicon and argon.

Every row below is labelled by stage as reported. Announced capacity is not operating capacity, and figures differ between sources; we note where they do. For the national picture, see our capacity tracker on announced versus operating capacity.

    Andhra Pradesh

Premier Energies began construction in January 2026 on a 10 GW ingot-wafer facility at Naidupeta, with about ₹5,900–6,000 crore planned; PV Tech reported 5 GW due by December 2027 and the next 5 GW by the end of 2028. Agastya Green Energy broke ground on 15 August 2026 on a 12 GW ingot-wafer plant at Orvakal, Kurnool, reported at about ₹7,800 crore, with no commercial operation date given.

ReNew's upstream ingot-wafer project is reported at Rambilli in Anakapalli district, at about 6 GW, with commercial operation targeted for January 2028. Capacity and capex vary between reports.

    • Premier Energies, Naidupeta: 10 GW — under construction
    • Agastya, Orvakal (Kurnool): 12 GW — ground broken Aug 2026
    • ReNew, Rambilli (Anakapalli): ~6 GW — announced
    03

    Maharashtra

Waaree Energies broke ground on 14 March 2026 on a 10 GW ingot and 10 GW wafer plant at Butibori near Nagpur, reported at about ₹6,200 crore on 300 acres. Jupiter International has been reported to be starting a roughly 3 GW ingot-wafer plant in Nagpur, phased over about 20 months; one outlet reported 5 GW, so treat the figure as unconfirmed.

JRST Technology completed the first pilot batch of Maharashtra's first silicon-ingot manufacturing unit in Nagpur in April 2026, The Tribune reported. A pilot batch proves the process, not commercial gigawatt output.

    • Waaree, Butibori (Nagpur): 10 GW ingot + 10 GW wafer — under construction
    • Jupiter International, Nagpur: ~3 GW reported — early stage, unconfirmed
    • JRST Technology, Nagpur: silicon-ingot pilot batch completed, Apr 2026
    04

    Odisha

Tata Power plans a 10 GW ingot-wafer plant at Gopalpur in two 5 GW phases, with the first phase targeted for January 2028 and the second about six months later, according to Energetica India. Reported capex varies between sources. Saatvik Green Energy has described a 6 GW ingot-wafer 'Phase III' in Odisha targeted for FY2029; this is a single-source, announced-only item.

    • Tata Power, Gopalpur: 10 GW — pre-construction / starting
    • Saatvik, Odisha: 6 GW — announced
    05

    Tamil Nadu and Gujarat

Vikram Solar opened a module plant at Gangaikondan in August 2026 and has board approval for a 9 GW wafer-ingot plant at the same hub, PV Tech reported, without a published schedule; another outlet reported 12 GW by FY2029-30.

Gujarat holds the earliest operating capacity. Adani was reported in October 2024 to have 2 GW of ingot-wafer capacity running at Mundra, with 10 GW targeted later. Reliance completed a wafer pilot plant at Jamnagar in July 2026 and expects larger wafer output over the following quarters, TaiyangNews reported.

    • Vikram Solar, Gangaikondan: 9 GW — board-approved
    • Adani, Mundra: ~2 GW operating (2024) — expansion targeted
    • Reliance, Jamnagar: wafer pilot completed Jul 2026 — scaling

    How to read the numbers

Add the announced and targeted capacities in this guide together and the pipeline comes to more than 70 GW; Mercom reported only about 2 GW operating in September 2026. The gap is normal for a build-out of this kind — plants are announced, financed, built, commissioned and qualified in sequence — but it means dates matter more than headline capacity.

Three questions sort the list: has construction started, has equipment been ordered and delivered, and has a first ingot been pulled? Each ingot line also needs a steady supply of quartz crucibles and high-purity quartz, which is where upstream planning starts.

    • Announced: board or state approval, no construction
    • Under construction: ground broken, equipment on order
    • Operating: ingots being pulled and wafers sliced at volume

    How JRST supports this requirement

JRST works on the quartz-to-ingot link this pipeline depends on: high-purity quartz sand processing, crucible supply coordination and Maharashtra's first silicon-ingot line in Nagpur. We help project teams plan upstream supply alongside equipment. This guide summarises public reporting as of the date shown. Capacities, dates and status labels are as reported and change often; confirm against company filings or official notices before making a procurement or investment decision.

    Frequently asked questions

Which ingot and wafer plants are operating in India today?

Adani's Mundra facility was reported operating about 2 GW in 2024 and Reliance completed a wafer pilot at Jamnagar in July 2026. Mercom put national operating capacity at about 2 GW in September 2026; most other projects are under construction or announced.

Which state has the most ingot-wafer capacity announced?

Andhra Pradesh, with Premier Energies (10 GW), Agastya (12 GW) and ReNew (about 6 GW) announced or under construction.

Which ingot-wafer plants are in Maharashtra?

Waaree's 10 GW plant at Butibori near Nagpur is under construction, Jupiter International has been reported to be starting a plant in Nagpur, and JRST completed a silicon-ingot pilot batch in Nagpur in April 2026.

    What does ALMM List-III require?

From 1 June 2028, covered projects must use enlisted wafers. The first list is issued once three independent manufacturers with a combined 15 GW are enlisted, and wafer capacity must be matched by ingot capacity.

Why is announced capacity so much higher than operating capacity?

Plants move through approval, financing, construction, commissioning and qualification. Announced figures count projects at every stage, while operating capacity counts only lines producing at volume.
