Nagpur's Solar Manufacturing Cluster: Who Is Building Cells, Ingots and Wafers

A dated, neutral guide to the solar manufacturing projects around Nagpur and the Butibori industrial area: Avaada Electro's TOPCon cell factory, Waaree's ingot-wafer plant, Jupiter International's reported project and JRST's silicon-ingot pilot, each labelled by stage and sourced, with why ALMM List-II and List-III make the cluster matter.

Direct answer

What project owners need to know.

Nagpur, Maharashtra is emerging as a solar manufacturing cluster that spans cells, ingots and wafers. Avaada Electro commissioned the first 3 GW of a 6 GW TOPCon cell factory at Butibori in July 2026, Waaree began building a 10 GW ingot and 10 GW wafer plant there in March 2026, and JRST completed the first pilot batch of Maharashtra's first silicon-ingot unit in Nagpur in April 2026.

Why Nagpur is on the solar map

Most of India's early solar manufacturing grew up in Gujarat, Tamil Nadu, Telangana and the National Capital Region. Over 2025 and 2026, the Butibori industrial area outside Nagpur drew a different kind of project: not only module lines, but cells, ingots and wafers. That makes it one of the few places in India where several stages of the silicon value chain are being planned close together.

Companies give their own reasons. Avaada has described its Butibori complex as part of a localised manufacturing ecosystem meant to reduce import dependence and logistics costs. Beyond what companies say, this guide does not rank Nagpur against other locations; power, water, land and logistics need site-specific assessment.

    Cells: Avaada Electro at Butibori

Avaada Electro, the manufacturing arm of Avaada Group, has commissioned the first 3 GW production line of a 6 GW n-type TOPCon cell facility at Butibori, PV Tech reported on 13 July 2026, with the remaining 3 GW ramping up. The company says the line can produce cells with efficiencies of up to 25.5 percent under standard test conditions, using 16- and 18-busbar designs; that figure is company-reported.

The same report says Avaada runs 8.5 GW of module capacity across Nagpur and Dadri and plans 3 GW of ingot and wafer capacity at Nagpur as part of backward integration. The ingot-wafer plan is announced, not operating.

    • 6 GW TOPCon cells: first 3 GW commissioned, July 2026
    • 3 GW ingot-wafer at Nagpur: announced
    • Efficiency up to 25.5% STC: company-reported

Ingots and wafers: Waaree and Jupiter International

Waaree Energies broke ground on 14 March 2026 on a 10 GW ingot and 10 GW wafer plant at Butibori, reported by pv magazine at about ₹6,200 crore on 300 acres. It is under construction; output dates should be read from company filings rather than headlines.

Jupiter International has been reported to be starting a roughly 3 GW ingot-wafer plant in Nagpur, phased over about 20 months. We have not found a company filing confirming the figure, so treat it as reported and early-stage.

    • Waaree, Butibori: 10 GW ingot + 10 GW wafer — under construction
    • Jupiter International, Nagpur: ~3 GW reported — unconfirmed

    JRST's silicon-ingot unit in Nagpur

JRST Technology completed the first pilot batch of Maharashtra's first silicon-ingot manufacturing unit in Nagpur in April 2026, The Tribune reported. A pilot batch shows that the crystal-growth process works on the line; it is not the same as commercial gigawatt output, and we label it accordingly in every tracker we publish.

Why cells pull demand for local wafers

ALMM List-II made domestically manufactured cells mandatory for covered projects from 1 June 2026, which is why cell factories such as Avaada's matter now. ALMM List-III extends the same logic upstream to ingots and wafers from 1 June 2028, MNRE has notified, with wafer makers needing matching ingot capacity.

A cell plant with a wafer plant nearby can shorten its supply chain, but only if the wafers meet its specification for resistivity, oxygen, lifetime and thickness. Those properties are set at the ingot stage, which in turn depends on quartz crucibles, high-purity quartz sand and polysilicon. That upstream layer is still thin in India, and it is where a cluster either deepens or stays a collection of separate factories.

      • ALMM List-II (cells): in force from 1 June 2026
      • ALMM List-III (ingots and wafers): from 1 June 2028
      • Ingot inputs: polysilicon, quartz crucibles, HPQ sand, argon, graphite hot zones

      What to watch

Three markers will show whether Nagpur becomes a working cluster rather than a list of announcements: the second 3 GW of Avaada's cell factory reaching full output, first ingots pulled at Waaree's Butibori plant, and confirmation of the ingot-wafer plans reported for Avaada and Jupiter International. We will update this page as each is reported.

        How JRST supports this requirement

JRST works on the quartz-to-ingot link a cluster like Nagpur depends on: high-purity quartz sand processing, crucible supply coordination and Maharashtra's first silicon-ingot line in Nagpur. We help project teams plan upstream supply alongside equipment. This guide summarises public reporting as of the date shown. Capacities, efficiencies and status labels are as reported by companies and the press and change often; confirm against company filings or official notices before making a procurement or investment decision.

        Frequently asked questions

Which solar cell plants are in Nagpur?

Avaada Electro has commissioned the first 3 GW of a 6 GW TOPCon cell factory at Butibori, Nagpur, as reported in July 2026, with the second 3 GW ramping up.

Which ingot and wafer plants are in Nagpur?

Waaree is building a 10 GW ingot and 10 GW wafer plant at Butibori, Jupiter International has been reported to be starting a roughly 3 GW plant, Avaada has announced 3 GW, and JRST completed a silicon-ingot pilot batch in Nagpur in April 2026.

Is Nagpur India's solar wafer hub?

It is one of several emerging locations. Andhra Pradesh, Odisha, Tamil Nadu and Gujarat also host large announced ingot-wafer projects, and most capacity everywhere is still under construction.

What does an ingot plant need to operate?

Polysilicon feedstock, fused-quartz crucibles made from high-purity quartz, graphite hot-zone parts, argon and reliable power, alongside the crystal pullers themselves.

Why does ALMM matter for Nagpur's factories?

ALMM List-II already requires domestic cells for covered projects, and List-III will require enlisted ingots and wafers from 1 June 2028, so cell makers need qualified local wafer supply.
