India Upstream Solar Digest: Quartz, Polysilicon, Ingot and Wafer News (November 2026)

A dated, sourced digest of the upstream solar news that matters to Indian ingot and wafer buyers, refreshed monthly: ALMM, capacity announcements in ingots and wafers, trade measures and tax, each with a one-line JRST read.

Direct answer

What project owners need to know.

The main upstream solar developments for India as of early November 2026 are: ALMM List-III for ingots and wafers due from 1 June 2028; new ingot-wafer announcements such as Jakson Solar's 3 GW plan (October 2026) alongside Waaree's 10 GW Butibori plant under construction; enlisted ALMM List-II cell capacity of 37.8 GW at the 12th revision; and US Section 232 tariffs and minimum import prices on polysilicon, ingots and wafers from 4 December 2026. Each item below is dated and linked to its source. This guide is general industry information drawn from published sources. It is not legal, tax or engineering advice, and any figure should be validated against current official documents and the specific project.

Policy

18 March 2026: MNRE amended the ALMM Order to cover wafers, with List-III for ingots and wafers applying from 1 June 2028 (PIB). JRST read: the date that sets every domestic wafer plan.

9 October 2026: MNRE's 12th revision of ALMM List-II took enlisted cell capacity to 37.8 GW (PV Tech). JRST read: each enlisted cell line is a future buyer of List-III wafers.

22 September 2025, still current: GST on silicon wafers and photovoltaic cells is 5% under Notification 9/2025-IT(Rate). JRST read: confirm ingot classification separately, as ingots are not in the 5% list.

Capacity announcements

26 October 2026: Jakson Solar plans up to ₹5,000 crore for 3 GW of cells and 3 GW of ingots and wafers, mainly for the merchant market (BusinessLine). JRST read: one of few announced merchant wafer sources.

13 July 2026: Avaada commissioned the first 3 GW of a 6 GW TOPCon cell plant at Butibori, Nagpur (PV Tech). JRST read: local cell demand for Nagpur-area wafers.

16 March 2026: Waaree began construction of a 10 GW ingot-wafer plant at Butibori (pv magazine). JRST read: under construction, not yet operating.

11 September 2026: India's polysilicon pipeline reached about 30 GW, with production yet to begin (Mercom). JRST read: polysilicon stays imported for now.

03

Trade measures

6 August 2026, effective 4 December 2026: the US set a 15% Section 232 tariff on polysilicon ingots and derivatives, with minimum import prices of $21/kg for polysilicon and $100/kg for ingots and wafers (EY). JRST read: Indian exporters to the US need certified sale prices from December.

04

Materials and JRST

28 April 2026: JRST Technology completed the first pilot batch of Maharashtra's first silicon-ingot unit in Nagpur (The Tribune). A pilot batch shows the process works on the line; it is not commercial gigawatt output.
