Quartz Crucible HS Code in India: Heading 7017 and What to Check

A plain-language guide to classifying fused-quartz crucibles for Czochralski silicon growth under India's customs tariff: why heading 7017 is the usual starting point, why the fit is not perfect, why heading 6903 rarely applies, what tariff listings show for duty and IGST, and how importers get a binding answer.

Direct answer

What project owners need to know.

A fused-quartz crucible imported into India is most commonly declared under customs heading 7017, tariff item 7017 10 00, which covers glassware of fused quartz or other fused silica. That heading is written for laboratory, hygienic and pharmaceutical glassware, while a Czochralski crucible is an industrial consumable, so the code is a starting point rather than a settled answer. Third-party tariff listings show about 10% basic customs duty and 18% IGST for 7017 10 00; confirm both against the current CBIC tariff and notifications before filing. Heading 6903, which names crucibles, covers refractory ceramic goods and is not usually the fit for fused quartz. Where the amounts at stake are large, a customs advance ruling gives certainty. This guide is general industry information, not legal or tax advice; classification and rates should be validated for each shipment with a licensed customs broker or the customs authorities.

Why the code matters for a crucible

In batch Czochralski growth a quartz crucible is a consumable, normally used for one pull, so an ingot plant imports crucibles continuously rather than once. The customs code decides the basic duty paid on every shipment, the IGST charged at import, and how smoothly consignments clear.

A code that is wrong, or applied inconsistently between shipments, can lead to differential duty, interest and delays later. A crucible's HS code has no bearing on ALMM List-III, which looks at whether ingots and wafers come from an enlisted manufacturer, not at how consumables were classified.

02

Heading 7017 and the fused-quartz line

Chapter 70 of the tariff covers glass and glassware. Heading 7017 is laboratory, hygienic or pharmaceutical glassware, whether or not graduated or calibrated, and its first tariff item, 7017 10 00, is for goods of fused quartz or other fused silica. The other lines in the heading cover other low-expansion glass and remaining glassware.

Fused quartz is a glass made by melting high-purity quartz sand, which is how a Czochralski crucible is produced, by arc fusion in a rotating mould. That is why importers and tariff listings most often point a quartz crucible to 7017 10 00. Tariff aggregators such as Eximguru list that line with 10% basic customs duty and 18% IGST, with import policy shown as free.

03

Why the fit is not perfect

The heading's wording is about laboratory, hygienic and pharmaceutical glassware. A 28- or 32-inch crucible that holds hundreds of kilograms of molten silicon in a crystal puller is an industrial article, not lab ware. Classification follows the General Interpretative Rules and the explanatory notes to the Harmonized System, and reasonable people can read them differently for an industrial fused-quartz vessel.

In practice, shipment records and supplier invoices show more than one choice, including other lines in chapter 70. A supplier's export code is a useful hint but not binding in India: the system is harmonised only to six digits, and the eight-digit Indian lines are national.

04

Why heading 6903 is usually not the answer

Heading 6903 names crucibles explicitly, alongside retorts, muffles, nozzles and tubes, which is why it shows up in searches. But it covers refractory ceramic goods, and its sub-lines are framed around ceramic compositions such as alumina-rich bodies. Fused quartz is a glass, not a fired ceramic, so chapter 70 is the usual starting point for a fused-quartz crucible.

The distinction matters in a puller's hot zone, which also contains graphite and other refractory parts. Those are separate articles with their own classification and should not be declared under the crucible's code by default.

05

Duty and GST: read the listings with care

The 10% basic customs duty and 18% IGST shown for 7017 10 00 come from third-party tariff listings, not from the official schedule, and rates can change with each Budget and notification. Check the current Customs Tariff and the applicable IGST rate notification for the date of import.

We do not publish landed-cost workings here. Duty, exchange rates, freight and input-tax treatment differ by importer and shipment, and should be modelled for the specific project.

06

How to get a classification you can rely on

Most importers settle classification with a licensed customs broker and keep the same, documented position across shipments. Where volumes are large or the position is contested, India's Customs Authority for Advance Rulings can give a binding ruling under Section 28H of the Customs Act, applied for in Form CAAR-1 before the Delhi or Mumbai bench, depending on the applicant's state.

A clear technical description helps any route: say the item is a fused-quartz crucible for Czochralski silicon crystal growth, and give its diameter, purity grade and any inner-surface coating.

  • Describe the goods precisely on the invoice and packing list
  • Ask the supplier for its export HS code, then check the Indian eight-digit line
  • Confirm basic duty and IGST against the current CBIC tariff and notifications
  • Keep one documented classification across shipments
  • Consider an advance ruling where the amounts at stake justify it

How JRST supports this requirement

JRST Technology helps ingot projects in India plan crucible supply as part of the consumables scope: grade and size matched to the puller, qualification runs, stock levels, and clear technical descriptions for import documentation alongside the client's customs broker. Classification and tax positions stay with the importer and its advisers. Scope is confirmed project by project.

Frequently asked questions

What is the HS code for a quartz crucible in India?

Fused-quartz articles fall under heading 7017, and tariff item 7017 10 00 covers goods of fused quartz or other fused silica. It is the usual starting point for a Czochralski quartz crucible, but because the heading is written for laboratory glassware, confirm the classification with a customs broker or an advance ruling. Third-party listings show about 10% basic duty and 18% IGST; verify against the current CBIC tariff.

What is HS code 70171000?

It is the Indian tariff item for laboratory, hygienic or pharmaceutical glassware of fused quartz or other fused silica, within heading 7017 of chapter 70 (glass and glassware).

Is GST on quartz crucibles 18%?

Tariff listings show 18% IGST for 7017 10 00. Rates are set by notification and can change, so confirm the rate in force on the date of import.

Can a quartz crucible be classified under 6903?

Usually not. Heading 6903 names crucibles but covers refractory ceramic goods. A fused-quartz crucible is glass, so chapter 70 is the usual starting point. Get professional advice on borderline items.

Does a crucible's HS code affect ALMM List-III?

No. ALMM List-III looks at whether ingots and wafers come from an enlisted manufacturer. The crucible's code affects duty and clearance, not ALMM eligibility.

How can an importer get a binding classification in India?

By applying to the Customs Authority for Advance Rulings under Section 28H of the Customs Act in Form CAAR-1. The authority is required to rule within three months of a complete application.

Can JRST help with crucible sourcing and import planning?

JRST sources qualified quartz crucibles matched to the puller and product, and coordinates documentation with the client's customs broker. Classification decisions remain with the importer and its advisers.
